allow Apache into your firewall
(should bring up a accept form on start-up same goes for MySQL)
if it doesn’t show maybe try a different version of xammp.
If that doesn’t work install uniserver and try that Apache host.
And if both don’t work u can always setup a windows iis system for hosting a local web application.
(i don’t have much experience with iis I usually run uniserver)
